Each year external consultants assist the UNB Fringe Benefits Review Committee (FBRC), which is made up of representatives from various employee groups as well as university administration, in reviewing Plan benefits and financial results.

As well, they provide recommendations on premium rates for the coming year. The main elements in determining rates are forecasted increases in the costs of goods and services and expected changes in utilization.

The FBRC is pleased to report that 2010 was another very encouraging year insofar as our Plan finances are concerned. Despite the industry trends of significant increases in drug costs and utilization, this year the UNB Health Plan will only face a modest increase of approximately 1.5%. In 2010, the UNB Dental Plan experienced a combination of events that created upward pressure on premium rates including a decrease in UNB Dental Plan enrolment and a 2.8% increase in overall claims expenses. To maintain the financial stability of the UNB Dental Plan, a 10% rate increase will be implemented effective July 1, 2011. This rate increase will include updating coverage to the 2011 Dental Fee Guide levels. We continue to have very good experience in our Group Life & Family Protection Benefit Plan and our Long Term Disability Plan. These premium rates will remain unchanged for 2011-2012.

The combined impact of these changes for an employee who has full family coverage will be approximately $2.62 bi-weekly.

Effective on July 1, 2011, premiums will be as follows:
